The artist generally credited with creating Rulah is Matt Baker, although Jack Kamen and Graham Ingels were also associated with her. The character was ranked 79th in Comics Buyer's Guide's ".The stories of Rulah were some of the most controversial of the day, exciting young readers and worrying parents. Zoot Comics was published by Fox Feature Syndicate in 1946 which declared bankruptcy in 1950, selling off many of its creative assets.
