According to some research, I believe this left the United States on Collins' "Atlantic," departing New York on October 29, 1853 and arriving in Liverpool on November 8, 1853. Philadelphia October 28 on the obverse. New York Ocrober 29 on the obverse. I believe the "60" manuscript was applied at Philadelphia (double 30¢). The "1/30" blue Manuscript applied upon receipt was the conversion to 1 florin and 30 kreuser to be paid by the addressee.
