This piece is likely to be from Sheffield and Scott suggests it was possibly issued by William Tuner & Son. This countermark is listed in Scott, British Countermarks On Copper & Bronze Coins as Scott 122.235 I would grade the host Fair (Sheldon G4) and countermark Fine (Sheldon VF25).
