The younger Yates was a newspaper editor, then practiced law in Jacksonville, Illinois, and finally a county judge. In 1900, he was elected governor before his 40th birthday. He signed the nation’s first child-labor law, limiting the work week to 48 hours. Despite his status as the incumbent, he did not receive his party’s nomination for re-election in 1904, leading on 58 convention ballots before throwing his support behind Charles S. Deneen. He later served in Congress, 1919-1932, when he was defeated in Franklin D. Roosevelt’s landslide. His last vote was against repeal of the 18th Amendment, Prohibition.
