Rather it was a step taken reluctantly only when an otherwise-divided party of radical as well as nonradical Republicans agreed that the president's activities threatened to overturn congressional reconstruction legislation. professor Benedict discusses of most historians regarding the legitimacy of the act. He describes the critical issues and events leading up to the impeachment and then moves to the trial itself, pointing out the weaknesses of the defense. He concludes that there were indeed legitimate grounds on which unbiased senators could have convicted and removed the president. But they did not, despite the strength of the argument for conviction. Ever since, their motives have been suspect.
