The SEP was conceived and developed by the Massachusetts Institute of Technology. It transmits radio waves as far as several miles to "see" down into the Moon and record the layering in the Moon's rocks and soils. It also measures the electrical properties on the Moon. The measurements are made from either a stationary positioning of the SEP as shown in this drawing or are made continuously and automatically as the Lunar Rover moves along.
