c1851 Baltimore MD to Philadelphia stampless cover small R handstamp [h.5832]

Description: 1851 cover from what appears to be Baltimore MD to Philadelphia. Weak blue CDs; small "R" was applied at Philadelphia and denotes "recorded", a predecessor of registered mail. There appears to be no rate here but I don't see clear evidence of a removed stamp (which would be an 1847 issue if it was present). Some soiling/staining; unusual cover.
