It actually may have worked, as the spout has an open hole and the screw section of the tap column has a sort of wax seal membrane that goes flush up against the threaded green bottle top. If there is a rubber seal inside the column, it may be dried out and not causing suction. Measures 19 5/8" WIDE x 13 1/2" HIGH x 7 1/8" DEEP Wear and tarnish is consistent with age and use.
