IN THE FALL OF 1947, AT THE TIME OF THIS TWICE-SIGNED ENVELOPE, IN ANTICIPATION OF THE UPCOMING 1948 PRESIDENTIAL ELECTION, HE WAS PUSHING FOR A SIGNED PEACE TREATY WITH JAPAN, WHICH WOULD HAVE ALLOWED HIM TO RETIRE FROM THE SERVICE ON A HIGH NOTE, AND THEN RUN FOR PRESIDNENT OF THE UNITED STATES. BUT PRESIDENT TRUMAN AND GENERAL EISENHOWER SCHEMED TO DELAY THE SIGNING OF THE JAPANESE PEACE TREATY TO THWART MACARTHUR’S PLANS.
