Description: Manuscript Concerning Japanese Foreign Policy Author: Douglas, Henry H. Title: Manuscript Concerning Japanese Foreign Policy Publication: [circa 1940] Description: Douglas, Henry H.Manuscript Concerning Japanese Foreign Policy, [circa 1940]Approximately [300] pp. top-bound with metal fastener inside plain thin card covers, "Japan's Record" handwritten to front. Includes typed manuscript on onion skin and typing paper with copious handwritten amendments, autograph notes, press service documents and printed primary source materials adhered to typing paper. 11" x 8.5". Covers a bit spotted, some edge wear, corner dog ears and the occasional faint stain, still about very good. Henry H. Douglas was considered "an authority on the Far East" and a number of his articles were printed in newspapers around the nation during the Second Sino-Japanese War. A 1940 article from the "Buffalo News" revealed that "Douglas, a member of the staff of the Library of Congress, testified last year before the House Foreign Affairs Committee on the Far Eastern situation. He was executive secretary of the Washington Committee for Aid to China, and, until recently was in charge of research and information for the American Committee for Non-Participation in Japanese Aggression." Douglas entered the Army Air Forces in 1942 and was made Sergeant by the following year. He was honorably discharged in 1945, after earning the American Theater Ribbon and the Good Conduct Medal. The preface to this heavily annotated manuscript explains that it was intended to be "the story of Japan's policy of territorial expansion, and of her long series of broken promises to and concerning China." Douglas' goal was "not only to present the nature and the extent of this long established policy, but also to present the documentary background of Japan's expansionist dreams." It is organized in two parts, the first a detailed history of Japan-China relations, and the second concerning "Japan's Naval Policy." An extensive appendix reprinted historical documents not limited to "Hideyoshi's Plan of Continental Conquest, 1592"; a "Treaty of Commerce and Navigation between China and Japan" of 1896; "Prince Ito's Testamentary Instruction to His Son, 1910"; and "Messages from Count Okuma to the American People" of 1914-1915, as well as treaties, speeches, statements and letters of various other leaders and government representatives. There is also a five page bibliography, two pages of "bibliographical notes" and an index. A copy of "Japan's Record" is within the Carl Crow papers at the State Historical Society of Missouri. Carl Crow is cited in the text on pp. 24, 40 and 41, and two of his works are listed in the bibliography. Crow had worked for the "Japan Advertiser" and headed the Far Eastern Division of the Committee on Public Information during World War I. He founded and edited the "Shanghai Evening Post," departed upon the Japanese invasion, and published several books and articles in the United States. Henry H. Douglas also wrote "Japan's Expansion: What it Means to the United States" (1940), which is held at twelve institutions. We find no record that this manuscript was ever published but may be utilized in Douglas' "Japan's Expansion" published in 1940.
