When the Clerk calls the roll on the Senate floor, he or she draws a line in pencil beside each Senator's name indicating their vote. If a Senator changes his or her vote, their original vote is crossed out and the new line is made. A plus sign indicates when a Senator was absent from the vote. This is the official US Senate tally sheet used to record the Senate’s roll call vote on this historic piece of legislation. You can watch the debate on this legislation here, the actual voting here, and then this tally sheet being held up here as the acting President Pro Tempore of the Senate reads the vote total. This legislation was detailed on the front page of the May 14, 1999 Washington Post under the headline “Senate GOP Shifting on Gun Control; After Uproar, Leaders Endorse Background Checks at Shows” : […] The chaos on Capitol Hill reflected tactical miscalculations on both sides of the gun debate, as political leaders struggled to contend with the intense emotions generated by the killings at Columbine High School on April 20. With gun control advocates determined to win new regulations on firearm sales and their foes struggling to hold the line, the two days of seesaw proposals were the first skirmishes in a battle likely to carry through the rest of the congressional term and into the election season next year. This item was then professionally framed and matted while part of Senator Feinstein’s collection, and was offered as part of her estate sale as documented in the New York Times and shown as part of this news story. The tally sheet measures approximately 27 x 5 in and is matted to 30 x 8 in. The top of this tally sheet bears Senator Feinstein’s handwriting in ink: “Banning the Importation of Large Capacity Ammunition feeding devices (clips of 10 bullets or more)” and the Senate Clerk’s handwriting, in pencil, at the bottom recording the final vote – 39 to 59. Based on our research, we cannot find another authentic Senate Roll Call Tally Sheet ever being sold outside of Senator Feinstein’s estate sale.
