From between the years of 1922 and 1934 when the OGPU (Joint State Political Directorate - the predecessor to the KGB) existed. Trotsky signs off as Chairman of the Concessions Committee. The document has been translated into English and a copy of the translation will be included. Overall fine condition for age with light toning, two hole punches on left border and usual fold marks.
