Accent Fabric is 100% Cotton VINTAGE 'Quilt Shop Quality' Fabric:Off White Polka Dots on a Orange/Gold Background. Ribbon Handle: 100% Polyester Grosgrain Ribbon.Bottom Closure: Elastic.MEASUREMENTS:(21" x 24"): When filled with plastic bags, rags or socks measures (21" ROUND by 24" Long).When EMPTY and laying FLAT measures (10.5" x 24"). How I measure the holder: I lay it flat, then I take a measurement from the top of the ribbon to the bottom of the holder for length.For the width I measure the holder when laying flat and empty.
