People's Artist of Uzbekistan. Member of the Union of Artists of the USSR. Born in Tashkent, lives and works there. Studied at the Nizami Pedagogical Institute at the Faculty of Art and Graphics (1955-1960). F. Kagarov became interested in the art of the poster already at the institute. After graduation, the artist collaborated with the "Battle Pencil" association, and also collaborates with the satirical magazine "Mushtum". Since the beginning of the 60s, he created a large number of posters dedicated to world political problems - the struggle for peace, the arms race and others. Many of his posters have become famous, such as "American Freedom", "Peace. Friendship "," No to the arms race! " (1978), “Peace to the children of the earth! Friendship. Happiness "(together with A. Balkanov, 1980)," Sun for children of the whole planet! " (1981), "I will be a poultry girl!" (1982). No less famous is the poster entitled "In Defense of Children" (1968), which was approved by the emblem of the UN Children's Fund. Participated in the 4th international exhibition "Satire in the Struggle for Peace" (1983). His work "American Freedom" was included in the album of the same name, published by the "Plakat" publishing house in 1985. In his artworks of those years, F.A.Kagarov tries to avoid excessive detail and narrative. His works were already characterized by clarity, memorability, minimalism of details. In many ways, the artist's posters are interesting due to the master's lapidary style, the manner in which his works are characteristic. The artist has always been distinguished by the ability to express the main idea with simple, laconic artistic means, to convey and convey its moral aspect to the viewer. Most of the artist's posters do not need any explanations and comments, they are so emotionally rich and laconic. In his poster art, he turned to acute social themes, his witty, intelligible and imaginatively executed posters "I will not forget my own mother", "Insatiable chick", "You don't drink tea, where do you take strength" and many others are known. In addition to posters and satirical graphics, Kagarov created a significant number of paintings. Participated in many exhibitions, including Satire in the Struggle for Peace. During his creative career, F.A.Kagarov was awarded numerous all-Union, republican and international prizes, medals and diplomas. He worked at the same time with such poster artists as V. I. Evenko, B. S. Zhukov, D. I. Makhotin, D. D. Sinitsky and others.
