Cotton shrinks over time from things like Washing and Drying - also, clothing worn outside and in the sun can become faded. During the 1960's - 70's - 80's - Sizes ran smaller, and as a collective, "people" were much smaller. It changed some during the 1990's when fashion and trend went "Oversized". In short - PLEASE MEASURE!!!! It's the safest and only accurate way to shop CLOTHING online. Measurements are taken with the item laid on a flat surface. So please consider this. If you are buying a shirt, take a like minded shirt that fits comfortably (button up, t-shirt, etc) and lay flat then measure. If your measurements are similar to the ones provided, perfect!
