Marked Made in U.S.A. on the hitch area of the item. There are some spots with paint loss, light rusting near the hitch and has some chipping in the paint near the mechanisms on this item. Based on the wheel color, labels and model of this item, I believe it is from the 1950’s. You be the judge looking at the photos. Please do not purchase if this is a concern for you. Tru Scale marking label on the one lever arm and the vintage style yellow color wheels. All hardware looks to be all here including the towing gear. Although there is the wire on the arm (Tru Scale label side lever drops down) that may need some work to fit back in place as intended or there may be a tension wire missing.
