Has simple graphic of a Keno ball, the California Lottery symbol and the phrase "Fun Every Five Minutes"This is a preowned glass from the early 90's. This is a very limited edition glass. You rarely, if ever, seem them. I believe it was for Lottery employees only. This rare glass has an interesting bit of history. The California State Lottery began with a ballot measure, Proposition 37, that was approved by voters on November 6, 1984. Called the California State Lottery Act of 1984, it allowed the Lottery to supplement funding for public education in California through the responsible sale of lottery products. Keno was playable via California's Lottery between 1992 through 1996. Up until that point, folks could play Keno via the CA Lottery — every five minutes — hence the catch phrase "FUN EVERY FIVE MINUTES" was born.In 1996, as a result of a lawsuit by a pachinko parlor and an association of owners and trainers of race horses, the Supreme Court of California unanimously struck down the lottery's implementation of keno, ruling that it was a house-banked game, not a lottery game, which at that time was illegal anywhere in California.California Supreme Court then ruled the lottery no longer could offer keno, a game that took in $400 million a fiscal year in sales, including $130 million for public education. Within hours after the decision, the state lottery officially halted all keno operations, promising to cash winning tickets for up to 180 days. Lottery officials announced they are trying to develop another game to replace keno, which generated about 17% of lottery revenues.In response to these rulings, the Lottery modified Keno and created Hot Spot, which has a pari-mutuel payout format (Keno "like) and modified Daily 3 to a pari-mutuel format where payouts vary depending on the number of individuals who picked the winning numbers.That's the short version. Now, the details of all of this is are ong and complicated, but let's just say it was all very controversial and required State workers to work at a lightning pace. Ouila! "Fun every five minutes" went away suddenly. Keno went away suddenly. But Hotspot "every four minutes" was born. And the glass remains as a fun bit of history and nostalgia.
