The bottom portion is pleated. It is a heavy material. The bottom was cut or unhemmed. I'm not sure which. It has a raw hem now but could be hemmed uo if you are shorter. Bottom has a space that lost its glitter from rubbing. This can be covered by hemming the dress. See last picture for the height of the dress from shoulder to bottom of the dress. The underneath, inside, has some marks and color loss from the green in the dress. It doesn't show on the outside of the dress.
